When will the set asides start showing a backlog?

As I am reviewing the information available regarding the EB-5 visa to apply for next year, I came across the news about the set-asides categories reaching some sort of backlog sometime during 2025. When should this happen? Would this mean these categories are no longer a priority? Would they face the same delays I see happening with Unreserved visas? Would it still be convenient to an investor to apply a rural set aside in the next six months?

Like any of the categories when the numbers are exhausted the next month’s Visa Bulletin will show a specific Priority Date and only cases with a Priority Date earlier than that date can file for immigrant visa or adjustment of status. This is likely to change each month and move up as they get caught up.
