What happens if the EB-5 fees are reduced?

What if I apply now to the EB-5 visa but later on the fees are reduced as a result of some lawsuits? What will happen to my money, will the difference be refunded? I am from India and besides the new prices, I have to consider other costs, like the tax for sending money abroad and the year limit. So, if I pay now the high tariffs and then they are lowered, what are the guarantees I will be refunded?
