What does a backlog mean in an EB-5 visa?

The more I learn about the EB-5 visa for my application, the more I realize that the date when I apply makes an important difference. But I am reading that a backlog could happen this year regarding some categories. What does it mean?

The EB-5 program has been very popular and more people have applied than there are visas available in the current fiscal year. When there is a backlog, it’s basically a waiting line. First, China and India will become backlogged in the next 6-8 months is a guesstimate. After the backlog appears, concurrent filing will no longer be available and the huge benefit of a 5 year work and 5 year travel permit will no longer be available. Nor will applicants be able to “freeze” their derivative child’s age below 21 when they file, nor will applicants be able to add spouses to their application.
