How much does the investment have to be? If it has to be between $500,000 and $1 million then why would people invest the greater amount?

If the business is in a targeted employment area (TEA) then the base investment of $1 million may be reduced to $500,000. Clearly investors would prefer to invest the lower amount. However, the location will probably deteriorate the quality of the investment as it has to be in a rural area or a high unemployment area.(TEA).

Those within a targeted employment area (TEA) or rural area and those outside of a TEA or rural area. A TEA is an area that has been designated by a state body to have an unemployment rate of at least 150% above the US national average. 1. If the investor makes their investment within a TEA or rural area an investment of $500,000.00 or more is required. 2. If the investor makes their investment outside of a TEA or rural area an investment of $1,000,000.00 or more is required. This applies whether the investment is made through a regional center or directly. Although most regional center EB-5 projects require $500,000.00, an individual investor may choose to invest their capital into their own business. Under this scenario they may decide that they want to invest more than $500,000.00 even though their investment is located in a TEA and requires only $500,000.00.
