How can I change my consulate selection for EB-5 consular processing?

I have been document qualified since June 2022 and my EB-5 case is still at NVC. However, the consulate where I am does not seem to be conducting any EB-5 interviews. Can I transfer my case to another country’s consulate if I have residency there as well? Does the whole process start again in that case, like DS-260 and document submission?

Yes, you can transfer without starting the process all over. However, you need to confirm the change with the new consulate where you will be transferring your case to make sure that they are willing to accept your case. Good Luck.

Easiest way would be to contact the NVC using their online contact form and request a change of consulate. I have recently done this for several clients - the turnaround time is approximately 2-3 weeks.

You can ask NVC to send it to your country of residence by showing them proof of residency.

Yes this is doable. You can either go through the new consulate and get their permission or send an inquiry to NVC with proof of your residency and inquire about switching.

You can send a request. Ultimately the Department of State has the final word on where to schedule.
