If I am already in the United States, do I need to have the full EB-5 capital required on hand to adjust my status? Do I need to submit evidence of capital with my form I-485 in order to be approved for permanent residency?

Evidence of capital is submitted with the I-526 and yes, it needs to be fully invested at the time of filing.

You can file your I-526E/AOS with a "partial investment." However, USCIS will not approve your I-526E/AOS until you have fully funded your entire EB-5 investment.
