Do they consider the priority date or the DQ date to set an interview?

I am from India. My EB-5 case has been documentarily qualified (DQ), and my priority date (I-526 filing date) is current. I received an email from the NVC in response to a query I raised, stating that they schedule interviews based on the consulate office’s provided dates of availability using the “FIFO method.” I’m wondering whether they consider the priority date or the documentarily qualified date to determine the FIFO queue.

In India, it depends on the consulate’s capacity to schedule.
