What is EB-5 visa date retrogression?

What does it mean when an application date is retrogressed in the visa bulletin? Does this affect all applications or just the old ones? I am starting to understand the EB-5 visa, but I have read a lot about dates retrogressed and delays. Will my application later this year be affected?

Each month the government decides what cut-off date will apply to receive applications for the second stage processing (adjustment or consular processing). No way to know the future as this is based on how many cases are in line ahead of your case.

The retrogression of the date for filing (what I call chart B) simply means the State Department does not expect to get beyond October 16, 2016 for China-chargeable cases before September 2025. This date is an instruction to the national visa center as to when applicants must get ready for interview abroad, and for the first few months of every fiscal year, certain persons in the U.S. with a visas “available” can file to adjust status in the U.S. I see it as having very little impact since most of those who could file, adjustments, already did last year.

No one knows if/when your application to-be-filed later this year will be affected. If you were born in mainland China, it most likely will be impacted but when and for how long remains to be seen. When the priority date retrogresses, the applicant is not able to move forward to visa/residence application until the PD is current.
