EB5 Capital, located in Bethesda, Md., was designated as an EB-5 Regional Center by USCIS in April 2008. EB5 Capital aids foreign investors in attaining permanent residency in the United States through the EB-5 program. The regional center works with foreign investors to invest in businesses that will create jobs in the United States. EB5 Capital is designated to authorize EB-5 investments in a variety of fields, including hospitality (hotels, restaurants and entertainment), mixed-use real estate construction (hotel, retail, office and residential), assisted living and construction. The regional center has jurisdiction over the District of Columbia; Maryland counties of Montgomery, Prince Georges, Howard, Baltimore, Harford and Anne Arundel, and the city of Baltimore; Virginia counties of Arlington and Fairfax, and the city of Alexandria.

Angelique Brunner is the founder and president of EB5 Capital. She is responsible for the regional center’s overall EB-5 execution and strategy. Before specializing in the field of EB-5, Brunner worked in structured finance and economic development for more than 15 years. She is also responsible for government advocacy, speaking events and has appointed positions on the Legislative Committee and the Best Practices Committee for IIUSA, which is the national EB-5 trade organization.
Brunner’s decorated educational background has also aided her in becoming a successful president of a regional center. She holds a Master of Public Policy and a certificate in urban planning from the Woodrow Wilson School at Princeton University and a bachelor’s degree from Brown University. She has been invited to present on EB-5 policy before the U.S. Chamber of Commerce and the Brookings Institute and has also provided written testimony regarding the EB-5 program to the Senate Committee on the Judiciary. Brunner is also a member of the Urban Land Institute (ULI).
Daniel Shiff is the managing director of EB5 Capital. He brings with him 25 years of experience in the real estate industry. Throughout his career, Shiff has arranged in excess of 3 billion dollars’ worth of debt and equity, which provided capital for office, hospitality, multifamily and retail industrial properties. He is also a principal of Phillips Realty Capital, a real estate brokerage firm. Shiff received his bachelor’s degree from Duke University along with a Master of Business Administration from Duke University’s Fuqua School of Business. Shiff is also currently on the board of Thomas Construction Group and the Sarah P. Duke Gardens at Duke University.
