If it's ground up construction and creates sufficient jobs, yes. Would need to be a Regional Center sponsored project. Depending on the scale of your project, it may not be worth it to use EB-5 financing because an EB-5 offering can easily cost north of $80K and your job creation here would likely only come from construction of the charging center and perhaps operational revenues.
