Victor T. Shum is an EB-5 corporate and securities attorney who practices in the San Francisco office of Jeffer, Mangels, Butler & Mitchell, LLP. He advises partnerships, corporations, nonprofits and LLCs on all aspects of their operations. He works with both public and private companies on debt and equity financing, mergers and acquisitions, securities matters and various other business transactions, including technology licensing, intellectual property and real estate transactions.
In addition to representing clients from various industries, attorney Shum works with private lenders, traditional lenders, real estate funds and venture capital funds. He has extensive experience assisting clients with cross border transactions, including the representation of companies and investors with real estate and outbound technology transactions with China. He also represents EB-5 Regional Centers, real estate developers and high-net worth individuals participating in the EB-5 immigrant investor program.
Attorney Shum has been featured in numerous publications, including the San Francisco Chronicle, the Wall Street Journal, Law360, the San Jose Mercury News, and others that cover venture capital markets, U.S. IPOs and Chinese IPOs.
Attorney Shum earned his undergraduate degree in materials science and engineering from the University of California, Berkeley. He earned his law degree from the University of California Hastings College of the Law. Before attending law school, attorney Shum was an engineer at the Mobil Oil Corporation and Lawrence Berkeley National Laboratory. He also worked in Beijing as a petrochemical consultant.
Attorney Shum is admitted to practice in the state of Hawaii, the state of California, the District of Columbia, Federal Courts in California, Federal Courts in Hawaii, and the U.S. Court of Appeals for the District of Columbia. He is the founder and secretary of the Berkeley Chinese Alumni International Association and the co-chairman of the Asian American Bar Association of the Greater Bay Area Membership Committee.
